This position assists in the design and implementation of new accounting systems; to include procedures, controls, software solutions, and reporting.  Oversees and directs the effective and efficient operation of projects within the Accounting Department under the direction of the Director.  Manages several accounting functions which may include any combination of accounts payable, accounts receivables, general ledger maintenance, financial reporting, tax reporting, the annual audit, LM-2 reporting, budget planning, payroll, travel and expense disbursements, cash management, cost controls, system maintenance and enhancement.


  • Assists in the design, planning, installation, training and follow through of new automated accounting systems. Works closely with section supervisors and staff during implementation phases.  Provides feedback to management on problems and their resolution and gives updates on progress toward completion.
  • Designs and supervises preparation of reports of financial information detailing assets, liabilities, net assets, revenue and expense. Ensures that financial information complies with general accepted accounting principles (GAAP) and all federal and local regulations concerning non-profit and labor organizations.
  • Supervises the compilation and analysis of financial information for posting to the general ledger and sub-ledgers. Performs analyses of financial data. Prepares schedules, worksheets, charts and reports. Presents results and conclusions of such analyses.
  • Manages and directs the monthly, quarterly and year-end closings and all related reports and regulatory filings to federal and state agencies including IRS Form 990, DoL Form LM-2, DC Personal Property Tax Return, FEC Filings, and others as directed.
  • Coordinates the annual budget process and directs compilation of data based on statistical studies and analyses of past and current years to prepare budgets and to justify funds requested. Performs periodic variance analysis and directs preparation of regular and special budget reports to interpret budget directives.
  • Responsible for reviewing and maintaining AFSCME’s accounting processes and procedures to ensure compliance with applicable federal, state and local laws, GAAP standards, and labor agreements. Communicates new or revised accounting policies and procedures as appropriate.
  • Provides motivation, leadership, mentoring, training and direction to assigned workgroups; develops and maintains a high level of customer service within the assigned areas of oversight; prepares and conducts employee performance evaluations and administers corrective and/or disciplinary actions as needed and consistent with HR policies and labor agreements.
  • Performs other duties as assigned.


Education and Experience:

  • Graduation from an accredited four-year college with a degree in accounting and additional course work in in business operations, information systems and financial analysis.
  • A CPA certificate, with graduate studies in accounting is desirable.
  • A minimum of five years of experience in accounting management and finance or any combination of education and experience that would provide the following knowledge, skills and abilities:


  • Thorough knowledge of an automated accounting environment to include systems and reporting, Accounts Payable and Accounts Receivable, Payroll, Budgeting, Financial reporting and General Ledger.
  • Thorough knowledge of and demonstrated experience with design and implementation of automated accounting and reporting systems and automated solutions to accounting problems.
  • Ability to manage, plan, implement and complete multiple projects.
  • Ability to plan, organize and direct the work of accounting staff.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to develop and present financial reports.
  • Demonstrated skill in the use of sophisticated accounting information systems.
  • Demonstrated skill in the use of a variety of software tools for financial analysis.
  • Proficiency in the use of a variety of software tools for financial analysis.

Travel and work hours:

  • Occasional travel and extended work hours may be required.
