WHEREAS:
Delegates to the 2006 AFSCME International Convention passed the Power to Win plan and created the AFSCME Leadership Academy to develop and train current and future activists, leaders and staff of our union to be effective advocates, to organize new members and to elect politicians and hold them accountable; and
WHEREAS:
The Local Union Leadership Academy was launched in 2008  to give local union leaders the knowledge and tools to build strong,  active, effective local unions and is being piloted in AFSCME affiliates  across the country; and
WHEREAS:
Hundreds of local unions and chapters have recruited  their entire leadership team to participate in the Academy, and almost  3,000 local union leaders have now graduated from the Local Union  Leadership Academy; and
WHEREAS:
Affiliate staff and rank and file leaders across the  country have become skilled facilitators and instructors for the Local  Union Leadership Academy and are providing support for local unions in  implementing the Power to Win plan at the local level.
THEREFORE BE IT RESOLVED:
That the International Union continue  the AFSCME Leadership Academy to develop the knowledge, skills and  abilities of AFSCME leaders, activists and staff; and
BE IT FURTHER RESOLVED:
That this convention recognizes and  congratulates the local union leaders who have stepped up to participate  in the Local Union Leadership Academy, made improvements in their local  unions and chapters, and achieved Power to Win goals at the local  level; and
BE IT FURTHER RESOLVED:
That this convention commends the  affiliates that have partnered with the International Union to implement  the Local Union Leadership Academy and the staff and leaders who have  gone the extra mile and volunteered their time and talent as  instructors; and
BE IT FINALLY RESOLVED: 
That each council and unaffiliated local  that has not yet done so, will work with the Education Department to  launch the Local Union Leadership Academy in order to build local union  capacity and achieve the Power to Win goals.
