WHEREAS:

Stephen M. Culen has served with distinction as an International Vice President and member of the AFSCME International Executive Board for 16 years; and

WHEREAS:

During his long and effective trade union career Stephen M. Culen has discharged a variety of responsibilities and duties in several different workplace settings and for different unions, including AFSCME; and

WHEREAS:

Throughout his career Stephen M. Culen has not only devoted more than full time to the task of representing workers and building their trade unions, but he has also made time for important services to his community and to community service organizations; and

WHEREAS:

Through his example of service and his boundless energy, Stephen M. Culen has demonstrated that a union that serves its community both on and off the job will enjoy the support of that community when critical political or bargaining crises develop; and

WHEREAS:

Even in retirement, Stephen M. Culen has served his union in delicate and important roles in assisting AFSCME members and their unions to deal with problems far beyond the bargaining table that nevertheless threatened to destroy gains workers had achieved.

THEREFORE BE IT RESOLVED:

This 32nd International Convention of the American Federation of State, County and Municipal Employees commends Stephen M. Culen for a lifetime of service to his fellow workers; and

BE IT FURTHER RESOLVED:

Convention delegates note with pride that despite his retirement from Illinois Council 31, Stephen M. Culen continues to serve the union by undertaking special assignments that require the utmost diplomacy and trade union commitment, and has brought these assignments to a successful conclusion; and

BE IT FINALLY RESOLVED:

As a symbol of the respect and affection in which he is held by AFSCME members, this resolution shall be suitably prepared and presented to Stephen M. Culen in an appropriate ceremony before the delegates to the 32nd International Convention.
