Using Strategic Planning to Build a Strong Union

WHEREAS:

AFSCME locals, councils, and affiliates are facing many difficult challenges in an extremely turbulent and unstable environment for public employees; and

WHEREAS:

The union recognizes that it must not be content with preserving the status quo and, in fact, union leadership needs to chart a firm course for the direction of the union; and

WHEREAS:

Union activists, at all levels, need to be empowered to develop the skills and tools to build a stronger, more effective union -- one which has member participation as its foundation; and

WHEREAS:

Strategic planning, which involves creating a mission statement, conducting analyses of strengths and weaknesses, developing goals and objectives, devising tactics and strategies, and formulating a detailed action plan, has proven to be an effective method to empower union leaders and members through active involvement in their union.

THEREFORE BE IT RESOLVED:

That AFSCME leaders at all levels of the union--locals, councils, and affiliates--be strongly encouraged to make full and active use of the strategic planning approach to build and strengthen the union in these difficult and complex times; and

BE IT FURTHER RESOLVED:

That the International Union continue to provide education programs and other forms of assistance to AFSCME affiliates interested in implementing strategic planning programs.
