The Contingent Workforce

WHEREAS:

The rate of nontraditional employment has grown faster than the rate of full-time work over the last twenty years; and

WHEREAS:

Contingent workers now comprise an estimated 30 percent of the civilian workforce; and

WHEREAS:

Contingent workers overall receive lower hourly wages and fewer employer-paid benefits than their full-time counterparts; and

WHEREAS:

The current bargaining climate of budget cuts, hiring freezes, and rising health care costs will only encourage employers, both public and private, to increase their reliance on temporary and part-time employees.

THEREFORE BE IT RESOLVED:

That AFSCME councils and locals will continue to negotiate contract language to protect bargaining units from erosion by non-bargaining unit contingent workers; and

BE IT FURTHER RESOLVED:

That AFSCME councils and locals will continue to organize and represent the interests of part-time and temporary workers as a strategy to deter employers from replacing full-time permanent employees with an involuntary, economically deprived contingent workforce; and

BE IT FINALLY RESOLVED:

That AFSCME councils and locals continue to seek creative solutions (i.e. training programs, internal employment pools, union hiring halls) that promote the economic well-being of the entire membership while allowing for workplace flexibility.
