WHEREAS:

More than 25,000,000 people use the Internet, a worldwide network of computers; and

WHEREAS:

Many AFSCME members are connected to the Internet, either at work or at home. Access to and use of the Internet by AFSCME's 1.3 million members is rapidly spreading. Effective use of the Internet as a tool in organizing and negotiations has been demonstrated by HGEA/AFSCME Local 152 and many other AFSCME affiliates and other labor unions; and

WHEREAS:

AFSCME launched its world wide web site during January 1996 to provide important information about our union and issues important to AFSCME members. The site contains legislative reports, safety and health fact sheets, redesign information, as well as news releases, the Leader, and the Public Employee Magazine. In addition, AFSCME is beginning to use the power of e-mail and conferencing to keep the union strong and help the union to grow.

THEREFORE BE IT RESOLVED:

That AFSCME shall use the Internet and the world wide web site to provide information, particularly to assist AFSCME members. AFSCME shall advise councils and locals on innovative uses of the Internet, particularly in organizing and negotiations; and

BE IT FURTHER RESOLVED:

That AFSCME shall monitor the development of workplace policies governing the use of the Internet and e-mail. AFSCME shall, where appropriate, advise councils and locals on these policies and on appropriate contract language governing e-mail and the Internet.
