WHEREAS:

            The Revenue Foregone Reform Act of 1993 was supported by organized labor; and

WHEREAS:

            The United States Postal Service has proposed regulations contrary to Congressional intent; and

WHEREAS:

            The Postmaster General gave his assurance in writing that the Postal Service would take pains to insure that the new rules would not have an unintended adverse impact; and

WHEREAS:

            Some 76 million pieces of mail of organized labor are adversely affected, and some 150 million pieces of religious organizations and an additional, as yet undetermined, number of periodical publications of other nonprofit organizations are affected.

THEREFORE BE IT RESOLVED:

            That delegates to this Convention go on record urging the Postmaster General to comply with Congressional intent; and

BE IT FURTHER RESOLVED:

            That we call upon the Congress of the United States to prevail upon the Postal Service to comply with Congressional intent; and

BE IT FINALLY RESOLVED:

            That we urge our council and local union officers to write to the Postmaster General and the Congress asking them to ensure that the publications of unions and other nonprofit organizations will not suffer unintended adverse impact due to the interpretation of this legislation.
