WHEREAS:

Approximately ten million persons in the United States fit the clinical definition of alcoholic. Another 50 million people are directly associated with alcoholics-family members at home, coworkers, and friends. This means up to 60 million people have a profound and sometimes catastrophic experience with alcohol; and

WHEREAS:

The abuse of other drugs is reflected by equally staggering numbers. Five million Americans are regular cocaine users and more than 20 million Americans are regular marijuana users; and

WHEREAS:

Substance abuse is responsible for more than $150 billion in costs associated with treatment, research and prevention programs, treatment of related health problems, crime, motor vehicle accidents, and reduced productivity and loss of employment; and

WHEREAS:

All segments of American society now recognize substance abuse as one of the most pressing issues confronting the nation today; and

WHEREAS:

Substance abuse is not a character flaw, but an illness from which no one is immune. Substance abuse affects not only those afflicted by the illness, but it also affects families, co-workers and friends; and

WHEREAS:

This problem can result in the loss of jobs, income, health and family.

THEREFORE BE IT RESOLVED:

That AFSCME councils and local unions participate in substance abuse education and training programs in order to help those who seek assistance. Prevention programs shall be an important focus of this training; and

BE IT FURTHER RESOLVED:

That AFSCME provide assistance to local unions and councils seeking to establish programs that provide counseling and treatment to those members who are in need of help.

BE IT FINALLY RESOLVED:

That AFSCME International through its affiliate councils and locals increase its lobbying efforts on both national and state levels calling for increased funding for education and treatment programs relating to drug and alcohol abuse.
