WHEREAS:
The 1980s have witnessed a proliferation of an estimated community organizations and community development corporations (CDC's) nation-wide, which have attempted to fill the vacuum created by the reduction in federal funding for domestic programs; and
WHEREAS:
These non-profits and CDC's are performing more and more functions of local governments, particularly in the area of producing affordable housing, and
WHEREAS:
Public housing, redevelopment and community development agency functions are increasingly being contracted out to non-profits and CDC's; and
WHEREAS:
Public employee and Union jobs are being, threatened by this tendency; and
WHEREAS:
The employees of non-profits and CDC's are rarely unionized even though they frequently work long hours and have little job security or benefits; and
WHEREAS:
AFSCME's organizing of non-profits and CDC's not only will benefit employees in the traditional sense, but the combined political strength of AFSCME, non-profits and CDC's can help obtain more federal, state and local monies for affordable housing and neighborhood economic development as well as provide a steady stream of funding to non-profits and CDC's.
THEREFORE BE IT RESOLVED:
That AFSCME continue its campaign to organize non-profits and CDC's and to provide assistance to local unions and councils who are attempting to organize non-profits and CDC's.
