WHEREAS:
Brother John Dowling, emerging from the rank and file, has faithfully served the members of AFSCME in a variety of roles for over twenty-five years; and
WHEREAS:
Brother Dowling has been in the forefront of labor education both within AFSCME and in the American Labor Movement; and
WHEREAS:
Under Brother Dowling's leadership, AFSCME's Department of Education and Training has become a model for labor education everywhere; and
WHEREAS:
Brother Dowling has shown a deep and abiding commitment to building a stronger union through the education of members, stewards. officers. staff and activists; and
WHEREAS:
Brother Dowling has selflessly labored to help others, both within the AFSCME family and outside, to overcome personal difficulties and - improve the quality of their lives.
THEREFORE BE IT RESOLVED:
That the 29th International Convention record AFSCME's sincere appreciation and gratitude to Brother John Dowling for his outstanding contributions to labor education and dedication to the AFSCME family; and
BE IT FURTHER RESOLVED:
That AFSCME continue to promote the high standards labor education, both within the Union and the American Labor Movement, set by Brother John Dowling.
