28th International Convention
June 20-24, 1988
Los Angeles, CA

WHEREAS:

An effective union structure, including open and clear lines of communications to all members, strong servicing, effective negotiations, and active local union officers and leaders, is an integral part of any effective internal organizing program; and

WHEREAS:

AFSCME International and AFSCME affiliates have improved membership benefits, such as member-only credit cards, legal services, travel services and vision, dental, life and other insurance plans, credit union and union recreation and vacation facilities, all of which have provided additional incentives for new members to join AFSCME; and

WHEREAS:

Employees represented by AFSCME but who are not members represent an untapped source of strength.

THEREFORE BE IT RESOLVED:

That AFSCME continue to develop new benefits and other incentives which can be used together with a strong central focus on traditional union services to improve internal organizing campaigns; and

That AFSCME International and AFSCME affiliates continue joint efforts to increase AFSCME membership through effective internal organizing programs.
