WHEREAS:

It is getting increasingly difficult to enroll new union members; and

WHEREAS:

Some councils around the nation are beginning to include special services to their members like legal aid, special classes and other similar programs; and

WHEREAS:

One of the main excuses for not joining is "I get the same benefits whether or not I'm a member."

THEREFORE BE IT RESOLVED:

That AFSCME continue to explore special services to be offered to union members only; and

BE IT FURTHER RESOLVED:

That AFSCME work with the councils and unaffiliated locals in initiating services that may be appropriate in only certain states or areas of the country; and

BE IT FINALLY RESOLVED:

That the International Executive Board continue to approve and implement appropriate special programs that would benefit AFSCME members only.
