This position will act as the primary statistician for the Data & Analytics Department, as well as leading and advising on a variety of additional analytics projects. The Senior Strategist II is responsible for testing, research, implementation and management of advanced database systems, tools, targeting, testing and research to support organizing, digital and political action campaigns; establishment of training modules for IU staff, affiliate leaders/staff and members in how to utilize these resources; creation of systems for the oversight of projects assigned to the Data & Analytics Department. Expected to interact directly with international and affiliate staff and leadership, members, and partner organizations.  

 

DUTIES:

  • Utilize advanced data management tools and techniques to conduct voter targeting and analysis for digital, organizing, issue and electoral campaigns. 
  • Assist AFSCME International Staff and affiliates in developing targeting, polling and data strategies to achieve their goals. 
  • May coordinate and assign work for members of the Data & Analytics Department as appropriate. 
  • May coordinate large-scale voter, general public and member contact programs utilizing in-house and vendor-provided tools. 
  • Work with IU departments and affiliates to promulgate such tools and processes across the union. 
  • May establish and optimize tools and processes to maximize internal coordination of data resources. 
  • Administer, support, and train users on data management systems (Catalist, VAN, Enterprise, Action Network, AFSCME Data Warehouse, etc.).  
  • Assists with developing data and targeting resources, analytic tools and other data driven assets to advance the goals and priorities of the IU. 
  • Act as primary point of contact for questions related to AFSCME’s Data Warehouse and the core datasets within. 
  • Primary lead to build, test, maintain, and deploy ETL pipelines related to voter, membership, and volunteer data ingestion and manipulation. 
  • Apply database architecture best practices to existing warehouse data storage. 
  • Coordinate with external vendors on data release schedules and troubleshooting. 
  • Build and maintain dashboards to monitor and analyze the data warehouse. 
  • Develop best practices and training materials related to the data warehouse and its core data sets. 
  • Administer user accounts and permissions for the data warehouse and related systems. 
  • Work with internal and external staff to establish best practices and standards for data collection, validation, preservation, and aggregation. 
  • Provide data and technological guidance on issue and electoral campaigns. 
  • Create new data validation methods and data analysis tools. 
  • Produce ad-hoc queries, reports, and projects as needed for interdepartmental or affiliate use. 
  • Construct database tables for reporting and auditing purposes, including EveryAction contribution data. 
  • Build, maintain, and enhance statistical models for voter, membership, and volunteer groups or other assessments.

REQUIREMENTS: 

Education and Experience:

Graduation from an accredited four-year college or university with course work in data science, IT management, or a related field and a minimum of five (5) years of related work experience or any equivalent combination of education and experience which provides the following knowledge, skills, and abilities:   

 

Skills:

  • Commitment to the union and its mission 
  • Thorough experience with Python, R or similar OOP programming languages such as Java or Scala. Prior experience in constructing ETL pipelines and knowledge in AWS is a plus  
  • Thorough understanding of Structured Query Language (SQL) and constructing queries. Proven experience in building and validating statistical models. 
  • Ability to handle multiple projects simultaneously and meet tight deadlines. 
  • Strong interpersonal and communication skills including the ability to communicate technical subjects to non–technical individuals. 
  • Able to learn new material and skills quickly and engage on a variety of projects. 
  • Previous work experience in the labor or progressive movements. 
  • Familiarity with online electoral tools and datasets such as Catalist, VAN, and digital CRM tools such as Action Network. 
  • Experience with Data engineering best practices

  • Travel and extended work hours including weekends may be required.
  • A valid driver’s license is required.
