This position is responsible for developing, managing and conducting political action campaigns for affiliates; monitoring and making recommendations for union engagement in electoral campaigns, training affiliate leaders/staff and members in how to conduct political campaigns; coordinating with allies and other organizations; and assisting with state lobbying efforts. The position requires the person to travel extensively throughout the country wherever needed. As circumstances require, advises, develops, and coordinates political activities and campaigns for various affiliates. Political campaigns can be managed for incumbents/candidates running for local judicial, council, mayoral, legislative, gubernatorial offices; and for congressional seats and the presidency. Expected to interact directly with these candidates and their campaign members and representatives.


  • Tracks political developments affecting all major political parties and prepares background reports on a variety of topics including convention plans, redistricting, campaign finances and delegate selection.
  • Information is used by AFSCME policy decision makers to plan departmental objectives and strategies.
  • Monitors political developments, issues and topics by meeting with officials of political research and policy institutions and attending coalition group briefings.
  • Conducts workshops for affiliate leaders and members in how to become politically involved and how to conduct and manage political activities and campaigns.
  • Assesses local/state political campaigns, their possible success and potential impact on members' welfare.
  • Recommends extent of political assistance needed, type of campaign to be waged; budget and how to split costs, and the extent of involvement by AFSCME headquarters staff.
  • Goes on-site and coordinates the staging, execution and management of an entire affiliate campaign or just AFSCME's involvement.
  • Conducts workshops for affiliate leaders and members on how to perform various assignments within a campaign, i.e., developing budget, targeting precincts, developing campaign strategy, writing/producing/distributing voter information materials, establishing phone banks, seeking media coverage, get-out-the vote crews, recruiting volunteers, conducting fundraising events, candidate appearances, working with other unions and coalitions of organizations and conducting voter surveys.
  • Develops/modifies workshop materials for currency and to fit specific affiliate interests on selected campaign issues and topics.
  • Conducts workshop sessions to acquaint members with the issues and AFSCME's position. These sessions can be given during active campaign periods or at affiliate conferences during off election periods.
  • Discusses with affiliates their specific interest and ability to commit resources to a campaign.
  • Counsels with candidates and their staffs on the issues of particular interest to affiliates as well as AFSCME's position on a number of policy objectives.
  • Represents AFSCME at political action coalition gatherings participating in the deliberations and preparing reports outlining conclusions reached.
  • May conduct training sessions for other union organizations on topics of mutual interest. Contributes newsworthy items to the weekly Eye Opener report.
  • Assists affiliates with such state lobbying activities as; drafting legislative language, developing strategy, testifying before legislative committees, visiting legislators, developing coalition groups, preparing written material and enunciating AFSCME's views to the media.
  • Promotes and implements the PEOPLE program, AFSCME’s political action committee. Meets with affiliate leaders, retiree leaders, and members to promote fundraising for the committee.
  • Drafts and implements fundraising plans.
  • Performs other duties as assigned.


Education and Experience:

  • Graduation from an accredited four-year college or university with course work in Labor Relations, Political Science or Government.
  • Seven (7) to ten (10) years of related work experience or any equivalent combination of education and experience.


  • Thorough knowledge of federal campaign financial regulations and laws.
  • Thorough knowledge of campaign targeting; techniques.
  • Knowledge of scientific polling techniques.
  • Knowledge of computer software associated with potential campaign data gathering or planning.
  • Knowledge of Washington political environment.
  • Strong interpersonal skills.
  • Ability to work under pressure within tight deadlines.
  • Ability to develop training curriculum and conduct workshops.
  • Demonstrated ability to communicate effectively, both orally and writing into large group settings.
  • Ability to develop and monitor political campaign budgets.
  • Ability to assess political situations and develop appropriate campaign strategies.

Travel and work hours:

  • Extensive travel, extended work hours and a valid driver’s license required.
