Summary

Council 962 is a $1.5 million organization which services members from over 70 affiliated locals across two states.  The council has a complex program of finances with a heavy emphasis on reporting to both the AFSCME International Union and to the Department of Labor. The successful candidate will have knowledge and understanding of office management and experience in maintaining a budget. The candidate must also work closely with vendors, governing bodies, and program leaders and have strong team management experience.

Directions and Decision Making

This position reports to the Executive Director. Work is preformed independently and is reviewed on an as-needed basis.

Position Description

The Controller is responsible for the day-to-day financial operation of the council and is responsible for implementing and maintaining systems and procedures to ensure the council operates under GAAP and best business practices resulting in auditable books and records.  Included in the day-to-day operations is responsibility for Cash Management, Payroll, Receivables, Purchasing, Payables Grant Administration and Personnel Administration.  The Controller is assisted by and supervises an Assistant Controller.

The Controller will work closely with the Executive Director and staff, not only to educate them regarding finance and accounting procedures but also to explore how the finance function can support program operations.  In addition, the Controller will partner with the Executive Director and Senior leadership to enhance and better integrate finance, HR, and IT functions of the council.

Responsibilities

  • Finance and Accounting Leadership
    • Management Interface- Provide ongoing data and communication to the Executive Director on the financial condition and prospectus of the Council.
    • Executive Board Interface- Present and explain financial reports and budgets to the Executive Board.
    • Membership Interface- Conduct Financial standards trainings as needed and work with field staff to address individual local dues related concerns.
    • General Ledger- Oversee all AFSCME 962 accounts, ledgers, bank reconciliations, and analysis to ensure compliance with appropriate GAAP standards, DOL, and regulatory requirements.
    • Financial Reporting- Prepare timely accrual based monthly financial statements including a balance sheet and income statement. Financial statements will reflect comparative monthly data. Quarterly income statements will also present actual results compared to budget totals.
    • Budgeting-Prepare annual budgets in consultation with the Executive Director of AFSCME 962. Administer and evaluate all operational needs, and financial variances between actuals and projected expenditures.
    • Payroll Processing- Maintain payroll processing through a competent payroll service bureau including the oversight of benefit programs prided to employees of Council 962 as part of compensation package.
    • Bill Processing- Assemble, verify accuracy, and prepare for payment all bills, vouchers, and recurring financial obligations of the union in a timely manner.
    • Expenditure Planning- Discuss significant planned expenditures with the Executive Director of Council 962 to ensure compliance with budget and prudent financial planning.
    • Cash Flow- Maintain internal controls and safeguards to ensure funds are available to pay appropriate obligations of the union in a timely manner.
    • Government Reporting- Coordinate the preparation of government reports with the organization’s chosen CPA. Prepare reports not generated by the CPA or payroll service bureau. This position is also responsible for government reporting related to political activities including lobbyist reports and periodic updates for Political Action Committee (PAC) funds.
    • Audits- Coordinate all audit activity through coordination with independent CPA services including documentation and assistance needed for accurate and timely completion.
    • Agency Fee Compliance- Maintain systems and data needed to comply with agency fee regulations including proper notifications.
    • Grant Oversight- Oversee all financial, project/program and grants accounting; ensure that expenditures are consistently aligned with grant and program budgets throughout the grant/fund period; collate financial reporting materials for government, corporate, and foundation grants.
    • Disaster Planning- Maintain daily, offsite, back-up of all accounting programs and information. Periodically copies essential spreadsheets and other financial files to maintain offsite copies. Identify proper documents for which copies will be maintained off site.
    • Correspondence- Prepares internal and external communication in a professional, efficient, and effective manner. Must also be able to maintain confidentiality across multiple layers of the organization
    • Petty Cash- Will serve as the custodian of a small petty cash fund in compliance with AFSCME Financial Standards Code and Council 962 policy regarding petty cash funds.
    • Dues Rates Calculations- Will work with individual locals to ensure that dues rates are calculated appropriately and in compliance with AFSCME International minimum dues requirements, Council 962 Constitution requirements.
  • Team Leadership
    • Analyze strengths of the current finance team members help to clarify roles and responsibilities and develop and implement training programs to maximize and reach optimal individual and organizational goals.
    • Provide leadership in strengthening internal communications with staff and Locals at all levels throughout the organization; create and promote a positive and supportive work environment.

Qualifications

This position requires seven to ten years of accounting and finance experience, with an emphasis in accounting and audit.  The candidate should ideally have experience in a complex Labor nonprofit that has multiple Locals or affiliates.

Specific requirements include:

  • Provide leadership in strengthening internal communications with staff at all levels throughout the organization; create and promote a positive and supportive work environment.
  • Minimum of a BA; Years of experience can be substituted for the degree requirement.
  • Solid experience coordinating audit activities and managing reporting, budget development and analysis, accounts payable and receivable, general ledger, payroll, and accounting for investments
  • Technology savvy with experience selecting and overseeing software installations and managing relationships with software vendors; advanced knowledge of accounting and reporting software with QuickBooks experience preferred.
  • Keen analytic, organization and problem-solving skills which allows for strategic data interpretation versus simple reporting.
  • Strong interpersonal and communication skills; experience in effectively communicating key data, including presentations to Executive Director, Senior management, and Executive Boards of the Council and affiliated Locals.
  • Ability and desire to translate complex financial concepts to individuals at all levels including finance and non-finance managers.

Physical Requirements (as required by ADA)

Work is performed in an office environment as well as a variety of settings to reach our membership and serve them effectively. This position requires a valid driver’s license and access to an automobile. May require periodic assignment away from home and potential for extended work hours.
