Assists in the overall management and administration of the department and its political goals, programs and activities; develops programs and processes that support AFSCME’s objectives; monitors and implements political action and regulatory initiatives on key issues of importance to the membership and represents AFSCME at meetings and forums on these issues. The incumbent must be knowledgeable of the processes and methodologies of political action activities for election campaigns including campaign finance regulations; direct supervision of Political Action field and headquarters staff (and their managers) as needed, and oversight of polling operations is a major job component.  

DUTIES: 

  • Assesses, develops, implements and evaluates AFSCME’s political action agenda on key issues of importance to AFSCME and its membership. 
  • Develops advocacy positions about political and state legislative agendas.
  • Develops and oversees implementation of special projects and programs, including, but not limited to, independent expenditure activities and associated budgets.
  • Monitors developments in key issue areas; briefs and recommends policy to AFSCME leadership about these developments.
  • Coordinates with AFSCME departments, councils, and locals to mobilize support for political agendas and goals. 
  • Serves as liaison with external organizations with similar agendas to build coalitions of public interest groups.
  • Advises on publications development and communications programs for use in the state lobbying efforts. 
  • Fulfills requests for information from headquarters, field and local staff on political action and campaign issues.
  • Drafts department policy positions, eye-openers and Executive Board reports, and develops background materials for various political action initiatives.
  • Presents speeches and serves as AFSCME’s representative before private and public forums. 
  • Addresses the annual convention on political action initiatives and conducts workshops. Works with the AFL-CIO and other unions in advancing common goals and programs.
  • Supervise staff, primarily the managers of the field and headquarters teams.
  • Assists in development and implementation of political action training programs.
  • Assists in internal departmental administrative matters such as budgeting, Hudson report compilation, supervision of personnel and related activities.
  • Performs other duties as required in support of the department’s goals and objectives. 

REQUIREMENTS:

Education and Experience:

  • Graduation from an accredited four-year college or university with course work in public policy and political science areas; advanced degree and prior work history with AFSCME is a plus.
  • 10 years legislative or political experience in state and/or federal political/legislative processes. Equivalent experience in another union or similar job setting can be substituted for a portion of the years’ experience requirement or any equivalent combination of education and experience which provides the following knowledge, skills and abilities.

Skills:

  • Advanced understanding of federal and state political process for the purpose of informing on policies and positions of AFSCME.
  • Advanced knowledge of effective communications practices that can be employed in educational and information campaigns on political and civic-social issues. 
  • Advanced understanding of selected issues that permits effective representation before AFSCME leadership and external groups.
  • Advanced ability to lead and supervise personnel towards political action goals.
  • Advanced understanding of Congressional and law-making practices and procedures.
  • Effective skills in group presentation and speechmaking.
  • Advanced understanding of AFSCME organization and operations at the national, state and local levels.
  • Advanced oral and written communications skills. 
  • Effective knowledge of software applications including word processing, spreadsheet and data retrieval software.
  • Effective knowledge of budgeting and administrative processes and procedures.
